Adoption of the Local Plan, first meeting

The first meeting of the committee cycle to consider adoption of the local plan took place on Tuesday this week. The Communities Housing and Environment Cabinet Advisory Board recommended that the plan is progressed for consideration by Cabinet.

Although a majority voted in favour of adoption (5-2-1), absence and exclusion means that only half of the ten-member board supported adoption. The members are as follows:

Councillor Nancy Warne, Vice-Chair (Tunbridge Wells Alliance) ……Recused

Councillor Andy Fairweather (Conservative) …..For

Councillor Dianne Hill (Labour) …..For

Councillor David Osborne (Lib Dem) …..For

Councillor Tom Dawlings (Conservative) …..Abstain

Councillor Ms Beverley Palmer (Conservative) …..Absent

Councillor Jayne Sharratt (Labour) …..For

Councillor Simon Davidson (Lib Dem) …..For

Councillor Adrian Pitts (Lib Dem) …..Against

Our Chairman spoke on behalf of Save Capel at the start of the discussion, setting out our position in the three minutes allowed. Other speakers were Ros Tucker for Stop Over Development of Paddock Wood, and Councillor Don Kent of the Paddock Wood ward.

The decision on adoption will now be discussed by Cabinet on 4th December 2025 before a final decision is made by Full Council at the meeting on 10th December 2025.

The local plan will take immediate legal effect if it is “made” by Full Council on the 10th.
